The Government of Tanzania will have to fulfill at least 10 conditions, including increased fiscal transparency and anti-corruption efforts, in order to enjoy the World Bank's support for the second phase of its National Strategy for Growth and Reduction of Poverty, known as Mkukuta II. Tanzania is also being urged to address infrastructure bottlenecks and improve the quality of public services. The article quotes a recent Twaweza / Uwazi Policy Brief, stating that in 2009/10 tax exemptions amounted to Sh 695 billion, or more than half of Sh 1.3 trillion the government is planning to borrow from commercial sources for infrastructure development.
