Were police officers allowances slashed because of a Twaweza report?

The Home Affairs ministry has demanded that the Treasury reimburses allowances it deducted from the Police Force. The Deputy Minister for Home Affairs, Mr. Khamis Kagasheki, confirmed that his office had been engaged in talks with the Treasury to see how soon the police officers would be refunded. The cabinet had resolved to scrap allowances for its workers last year but the slashing of police officers' allowances is not regarded as implementation of the directive. A 2009 report by Tanzania’s Policy Forum and Twaweza show that if the allowances were put at 30 per cent of the wage bill the government would save Sh 285bn. The report recommended salaries increases and cutting allowances in order to improve public service delivery. Read more.
